Clashes in Egypt despite state of emergency

CAIRO (AP) ? Riot police fired tear gas at rock-throwing protesters in central Cairo on Monday as clashes continued a day after Egypt's president declared a state of emergency in three provinces and vowed to deal "firmly and forcefully" with a wave of political violence roiling the country.

The violence, which began around Friday's second anniversary of the uprising that toppled longtime ruler Hosni Mubarak, has plunged Egypt once again into political turmoil and exposed the deep fault lines running through the country. More than 50 people have been killed in the unrest, which is fueled by anger over the policies of the country's new Islamist leader and the slow pace of change.

In Cairo, hundreds of young protesters fought pitched battles Monday with riot police outside two landmark Nile-side hotels and near the eastern entrance of another Cairo monument, Qasr el-Nil bridge. White clouds of tear gas hung over the area from early on Monday morning and at times whiffed across the river to the upscale island of Zamalek and the leafy district of Garden City.

Monday's violence fell on the second anniversary of the deadliest day of the 18-day uprising against Mubarak, when thousands of protesters battled police on Qasr el-Nil bridge, fighting back against water cannons, tear gas and gunshots. Police melted away later that day and have yet to fully take back the streets two years later.

President Mohammed Morsi, who has struggled to address the country's daunting social and economic problems since taking power in June, declared in a televised speech late Sunday a 30-day state of emergency in the cities of Port Said, Ismailiya and Suez and their surrounding provinces in an attempt to quell the unrest.

The military was deployed in Suez on Friday and in Port Said the next day. The two cities have been hit the hardest by the violence.

Morsi's government was taking moves to give the military an even greater role. The Cabinet on Monday approved draft legislation that would authorize the armed forces to work alongside police in keeping security, the state news agency MENA said. The military would have that role until the end of parliamentary elections, expected in April.

The legislation, which now goes to the Islamist-dominated parliament for approval, means soldiers would be maintaining law and order on the streets alongside the police at a time when many Egyptians are increasingly distrustful of both.

Anger over Morsi's latest measures was evident at the site of Monday's clashes near Tahrir square.

"People died to gain their freedom, social justice, bread. Now after 29 years of the despotic Mubarak, we're ruled by a worse regime: religious fascist, more dangerous," said Mohammed Saber, a 65-year old engineer who came to watch the clashes with his wife and children.

For the second time in as many days, thousands of Port Said residents poured out onto the streets Monday for the funeral of six of the seven people killed in violence the previous day. They offered prayers on the dead at the city's Mariam mosque and were readying to march with the bodies to the city's cemetery about a mile away. Two army helicopters hovered above the funeral. There were no reports of violence.

Rioting in Port Said over the weekend killed 44 people. The unrest was sparked by a court conviction and death sentence for 21 defendants involved in a mass soccer riot in the city's main stadium on Feb. 1, 2012 that left 74 dead. Most of those sentenced to death were local Port Said soccer fans, deepening a sense of persecution that Port Said's residents have felt since the stadium disaster, the worst soccer violence ever in Egypt.

Stores were shuttered for the second successive day in the city and merchants were complaining that the curfew, which goes into effect Monday, would hurt their business. Already, some hotels asked guests to leave, fearing renewed violence and supplies of fresh farm produce that normally come from the Nile Delta were running low, according to the head of the local chamber of commerce, Mohammed Hassanein.

Clashes around the country Friday left another 11 dead, most of them in Suez, during rallies marking the second anniversary of the uprising that toppled Mubarak nearly two years ago. Protesters used the occasion to denounce Morsi and the Brotherhood, which emerged as the country's most dominant political force after Mubarak's ouster.

After Morsi's speech late Sunday, protesters in all three cities along the Suez Canal poured into the streets to reject both him and his state of emergency, which includes a curfew from 9 p.m. to 6 a.m. In Port Said, at least 2,000 protesters chanted against Morsi and the Brotherhood, from which he hails.

In his televised address, Morsi also warned that he would not hesitate to take more action to stem the violence.

Angry and at times screaming and wagging his finger, the Egyptian leader also invited the nation's political forces for talks to resolve the nation's crisis, saying "a dialogue between the sons of the nation is indispensable and is the only way to shepherd Egypt to security and stability."

Among those invited to Monday's talks is pro-reform leader and Nobel peace laureate Mohammed ElBaradei and other leaders of the National Salvation Front, an umbrella group of opposition parties.

The invitation, however, was met with little enthusiasm from the opposition leaders.

"Any dialogue is a waste of time unless the president acknowledges his responsibility for the bloody events, pledges to form a national salvation government and a balance commission to amend the constitution," ElBaradei wrote on Twitter early on Monday.

Another Salvation Front leader, the leftist Hamdeen Sabahi, set conditions on his participation: "Halt the bloodletting, respect for the popular will and placing political solutions ahead of security measures are conditions for a serious dialogue."

ElBaradei, Sabahi and other opposition leaders have boycotted Morsi's previous calls for dialogue, saying he did not have the political will to effect change.

Salvation Front leaders are meeting later on Monday, when they are expected to decide whether to participate in the dialogue.

The rise of the human genome project and of large-scale genetics studies have spurred a dramatic increase in the number of biobanks in the last decade, increasing their importance in biomedical research.

But until now, biobanks in the U.S. have never been studied systematically, leaving few clear details as to how they are run or the policies and practices they use in managing their work.

A new study from the University of North Carolina published January 25, 2013 in the journal Genome Medicine reveals the huge diversity of U.S. biobanks and also raises questions about the best way to manage and govern them.

"Biobanks are increasingly important to scientific advances, but our decentralized, fragmented research enterprise system in the U.S. has encouraged their development without necessarily providing them with the tools to survive," says study leader Gail Henderson, PhD, professor and chair of social medicine at the University of North Carolina. She also heads UNC's Center for Genomics and Society.

Henderson and colleagues from UNC decided to address this paucity of information by inviting more than 600 biobanks in the U.S. to participate in an online survey. These included private and public, commercial and noncommercial, and many biobanks affiliated with hospitals and academia. Representatives of 456 U.S. biobanks (72 percent of the list invited) participated in the survey.

Among the main findings is their great diversity. "They get established for a variety of reasons; some accidental, some intentional. They vary in size, in when they were established, how formal they are as organizations, what kinds of specimens they hold, who pays for them, and where those specimens come from," Henderson notes.

In the survey, just over half (53 percent) listed research on a particular disease, such as cancer, as the most important reason for establishment. Twenty-nine percent listed research generally. Other reasons included response to a gift or grant, and "intent to centralize, integrate, or harmonize" older specimen collections.

The size of U.S. biobank collections varies, in number of specimens (from tens to millions) and in the types and where they come from individuals, clinics, hospitals, public health programs, and research studies.

Henderson also points out that only a small minority are commercial businesses. "So, not surprisingly, most biobanks do not perceive being in a competitive market. But the majority are quite worried about funding, and many are concerned that the specimens they collect aren't being adequately utilized."

"Researchers and people whose specimens are being held need to be concerned that we don't have a system that is as efficient and effective as it could be," Henderson adds. "If you collect specimens but don't use them, this is a failure to deliver on the promise of advancing translational research, and thus an ethical as well as technical concern."

Biobanks, like the researchers who depend on their services and specimens, need guidance informed by knowledge of their practices and challenges, the authors state. Required are policies "as nuanced as the biobanks themselves," whether these policies address issues of privacy or identity protection, or advancement of research goals.

"Given the diversity in biobank organizational characteristics identified in our survey, it's likely that management and governance policies will have to be tailored to fit the particular context. One-size policies will not fit all," says Henderson.

Of Course Apple Is No Longer the World's Most Valuable Company

Apple's terrible, horrible, no good, historically bad day?on the markets Thursday has spilled over into Friday, with Apple ceding back to Exxon Mobil the title of the most valuable company in the world. On the second day following Apple's latest earnings report, which led to a massive stock drop-off, the divide arrived again: As of midday, Apple's market cap had faded to $414.49 billion, while Exxon's stood strong at $417.18 billion. Apple had overtaken the oil giant for the title of earth's most valuable company last August and maintained it until late Friday morning.

The title, of course, is all relative, but you could see it coming after a week that left many talking about the end of an Apple bubble. Apple is stilling selling lots of things and growing in new markets, but Wall Street mostly cared about the company's change in earnings guidance. So Apple now plans to surface more realistic expectations for its quarterly reports, rather than underplaying its expected revenues only to later blow them away. This may or may not be the beginning of the end of Apple's top spot in worldwide worth ? Exxon is booming again ? but it's still the biggest-ever company in America. But Microsoft, once the most valuable company of all time, is still doing pretty well, with a $233.66 billion market cap.

Fastest-turning legged robot uses tail to take corners

We recently showed you a speedy cardboard cockroach, ranked as one of the fastest robots in the world. But its tailed relative is equally impressive: it can turn precisely without slowing down, allowing it to corner more rapidly than any other legged robot to date.

Developed by Nick Kohut and colleagues from the University of California, Berkeley, the robot swings its tail to alter course at a variety of angles. This video shows how it can swiftly do a 360- or 180-degree turn, take a corner and even meander on rocky terrain when its tail is actuated.

As its tail turns one way, its body moves in the opposite direction to compensate for the change in angular momentum, similar to what a lizard does in the air or on the ground. The tail must move quickly to overcome friction and turn the robot.

The tail is a carbon-fibre rod with a weight at the end, controlled by a tiny motor and bespoke gearbox. The team hopes to add position sensors to the tail to allow for more sophisticated control. Syncing up the movement of the left and right legs should also allow the robot to perform more consistently.

Small-legged robots are being developed for search and rescue, for situations where a location is inaccessible or too dangerous for humans.

This project was recently presented at the annual Society for Integrative and Comparative Biology conference in San Francisco.

We have visited friends in many different areas; we love a certain elementary school; we have to be close to the bike trail . . . the list goes on. So much that the good agents do not want to take on relocating homebuyers. Or if they do, they cannot afford to give them the kind of time and attention they deserve.

  • Most agents have their own listings or work for companies that have listings of homes for sale and they will naturally want to highlight those homes first. Perhaps (but of course not always) even if they are not a good ?fit? for the relocating employee.

  • ?Some relocating folks have only one visit to a new area in which to find a home. They may not have the time to learn all the nuances of the various neighborhoods or have an agent who takes the time to explain them.

  • Some agents specialize in certain neighborhoods or certain price ranges and really are not geared toward in what the relocating family wants or needs.

That is why exclusive buyer?s agents are the perfect choice for relocating families. They have knowledge of a broad range of areas and types of homes, with no listings to push. They are well versed in the well built homes in the good neighborhoods, because they are used to finding those ?good ones? for their clients. But even more important, they will take the time to educate their clients on the community amenities and benefits that are most important to that family. Maybe the father wants to be able to get home from work by a certain hour to coach a sports team. The agent will know which express trains he can take from which stations and where there is good parking. Or perhaps a child has a medical issue that can be tended to at the premiere medical center in the suburbs. The family would like to know that. Or a family of academics might love to live near one of the small, prestigious colleges in the area. An exclusive buyer?s agent should know where the good homes are that are close by.

Birthday parties, a smart man once said, come only once a year.? Go inside, however, and you?re transported to some kind of Wild West, ramshackle restaurant lined on either side with semi-private? booths wherein occurs things tinged with a sinful red glow.? The whole ambience of the place reminds me of a salty dive that Toshiro Mfune might have visited in one of Akira Kurosawa?s samurai pictures.? Rough, unfinished wood, tattered newsprint and yellowed posters for wallpaper slow-cook in humid, sapien conviviality.? A twenty-foot-long table running down the middle is where all sixteen of us sat and drank multiple bottles of Soju, our occasional toasts washing down plates of savory seafood pancakes, sticky bowls of hot wings, chicken gizzard saut?ed with green onion, the classic Korean short ribs, a bowl of creamed corn I wanted to hate but couldn?t stay away from, and a million other delights.

The Porno Bar is where people go to drink and eat and celebrate life with no quarter given to decorum or dignity, the kind of place that Falstaff could spit forth well-articulated inanities with unbridled abandoned. ?Go!

Microsoft in talks to invest up to $3 billion in Dell: CNBC

SAN FRANCISCO (Reuters) - Microsoft Corp is in discussions to invest between $1 billion and $3 billion of mezzanine financing in a buyout of Dell Inc, CNBC cited unidentified sources as saying on Tuesday.

Private equity outfit Silver Lake Partners is trying to finalize a bidding group to take the world's No. 3 PC maker private, and has opened discussions with potential equity partners, sources familiar with the matter have said.

Dell also has formed a special committee to take a close look at any potential deal on the table, multiple sources with knowledge of the matter told Reuters. If successful, it would be one of the largest corporate buyouts since before the global financial crisis.

Microsoft, which accelerated its foray into computer hardware in 2012 with the launch of the Surface tablet, will provide the capital in the form of mezzanine financing according to CNBC, which is a hybrid of debt and equity.

Microsoft and Dell both declined to comment on the CNBC report. Shares in Dell gained climbed 2 percent to $13.08 in late morning trade.

Intimidating debt collectors push Britons to suicide: report

LONDON (Reuters) - Irresponsible lending and intimidating debt collectors are pushing thousands of people in Britain into depression and suicide, a report said on Wednesday and separate data showed more people are taking their own lives.

Many people already struggling with the economic slowdown, wage freezes and benefit cuts were often overwhelmed by tactics used by some money lenders, including persistent phone calls and threatening letters, said the paper.

"Debt clients frequently feel humiliated, disconnected and entrapped, with the process of debt collection having a clear impact on people's mental health," the report by researchers from England's University of Brighton said.

"The government must take urgent action to tackle the problem of irresponsible lending and intimidatory collection tactics which has left thousands of people trapped in a spiral of debt and at risk of depression and even suicide," it said.

Separately, figures from the Office for National Statistics (ONS) released on Tuesday showed a "significant" rise in suicides in 2012.

The Brighton report, launched on Wednesday by British parliamentarian Molly Meacher, said there were cases of individuals not eating properly and asking their young children for money to tide them over.

One individual who owed money described the effect of his wife's credit card lapsing.

"I was very close to calling the doctor to her because she is that close to breaking because of ... these continual phone calls," the man was quoted as saying.

SIGNIFICANT RISE

The total number of suicides in the UK hit 6,045 in 2011, a 7.8 percent increase on 2010 with deaths among men accounting for the largest proportion, according to figures from the ONS.

A total of 4,552 men took their own lives in 2011 compared with 1,493 women.

British mental health charity SANE said the downturn in Britain, which is struggling to maintain economic growth, was behind a "significant" rise in the number of suicides, reflecting a trend seen in other Western countries.

"These figures ... reveal the profound human consequences of the economic downturn, in which unemployment, debt and the relationship breakdowns that often follow can push people who may be already vulnerable to take their own lives," said Marjorie Wallace, SANE's chief executive.

Suicide rates in the United States have also risen more steeply in recent years.

"It is also worrying that the group most at risk should be middle-aged men, who are not usually perceived to be at risk," said Wallace, commenting on the ONS figures.

Among men aged between 45 and 59 years old, the suicide rate increased significantly between 2007 and 2011 to 22.2 deaths per 100,000 people, the ONS said.

WASHINGTON (Reuters) - President Barack Obama called for a focus on the prosperity of the middle class rather than the success of an elite few and urged politicians to set aside harsh partisan divides to address pressing economic problems.

"America's prosperity must rest upon the broad shoulders of the middle class," Obama said on Monday in his inaugural address.

"We cannot mistake absolutism for principle, or substitute spectacle for politics, or treat name-calling as reasoned debate. We must act, knowing that our work will be imperfect," he said in his speech from Capitol Hill.

Linchpin of skin response to UVA light discovered

Jan. 21, 2013 ? Researchers have strengthened their understanding of how skin cells called melanocytes sense ultraviolet light and act to protect themselves with melanin. In a new study, they report experiments showing that an ion channel well-known elsewhere in the body for its chemical sensitivity, plays a central role in this process.

Last year, a team of researchers at Brown University discovered that certain skin cells use a light-sensitive receptor found outside of the eye to sense ultraviolet light and quickly begin pumping out melanin to protect against DNA damage. In a new study, lab members identify a key player in that biomolecular chain of events that could someday become a pharmacological target for improving this protective response.

The new discovery, published the week of Jan. 21 in the Proceedings of the National Academy of Sciences, is that human melaoncyte skin cells rely on an ion channel called TRPA1 to allow a flood of calcium ions into the cells when they are exposed to UVA light. The resulting abundance of calcium ions signals the cell to begin making melanin, the pigment responsible for the tanning response in people.

The discovery "is exciting because it confirms this phototransduction pathway is similar to those found in the eye."Several experiments described in the paper show that TRPA1, which is known from a number of other appearances elsewhere in the body, is an essential step in the skin's response to UVA light, said senior author Elena Oancea, assistant professor of medical science in the Department of Molecular Pharmacology, Physiology, and Biotechnology at Brown.

As a matter of basic science, the finding strengthens the evidence of a striking parallel between the skin's response to UVA light and the way the eye detects light.

"Its exciting because it confirms this phototransduction pathway is similar to those found in the eye. It consists of a light-sensitive receptor, molecular signaling cascade, and an ion channel," Oancea said. "The involvement of an ion channel makes this pathway a lot more like other phototransduction pathways."

In other parts of the body, TRPA1 has been shown to help detect pungent but benign chemicals, such as those in intensely flavorful foods. Oancea and lead author Nicholas Bellono said the chemical sensitivity of TRPA1 offers the intriguing possibility that it could become a target for experiments to boost melanin production.

"TRPA1 ion channels are involved in the detection of pungent chemicals such as cinnamaldehyde, wasabi, and mustard oil, and we've now found it's important for this melanin response," Bellono said. "There is a possibility that we can pharmacologically alter pigmentation through regulation of this ion channel."

Oancea and Bellono emphasized, however, that people who go out in the sun should always take widely recommended precautions to protect their skin, such as using high-SPF commercial sunscreens or wearing protective hats and clothing.

Finding the channel

From the prior research in Oancea's lab, Bellono knew he was looking for some kind of molecular pathway that would start with a light sensitive receptor and trigger an elevated level of calcium ions in the melanocytes.

It seemed possible that a TRP ion channel would be involved because TRPs are involved in phototransduction elsewhere in the body that lead to an increase in intracellular calcium. There are, however, many types of TRP channels, and the molecular identity of the UVA-activated channel in melanocytes was not apparent. Oancea confessed that she even suspected another as the culprit. But many experiments later, the team hit on TRPA1 and amassed considerable evidence to confirm its vital role.

In one experiment, for example, they treated melanocytes with "antagonist" chemicals known to block TRPA1 activity. They then exposed the cells to UVA light and measured the resulting electrical response. The cells blocked with the antagonists had 80 to 90 percent reduction in current compared to the unhindered cells.

They used a similar technique of specifically blocking TRPA1 activity to show that the ion channel contributes greatly to the presence of calcium ions after UVA exposure compared to unhindered melanocyte cells. They also found melanocytes produce little or no melanin following exposure to UVA when TRPA1 is blocked.

They did not, however, do experiments to see whether adding TRPA1 stimulating substances could increase melanin production.

In addition to Bellono and Oancea, other authors on the paper are Laura Kammel and Anita Zimmerman.

The National Science Foundation, the National Institutes of Health (grant T32-GM077995), and Brown University funded the research.

Mark Glass, Patch blogger:?This urban political/crime drama is surprisingly well-scripted, with more than its fair share of twists and turns. Mark Wahlberg plays a hardnosed New York cop, who is stripped of his badge early in the film over a controversy about his shooting an alleged rapist.

Although the mayor (Russell Crowe) understands and approves of what he did, public outrage over what may have been excessive force compels The Brass to throw Wahlberg under the proverbial bus.

Brian Tucker?s script is particularly impressive for a rookie. Director Allen Hughes? experience in the genre helps, with the pacing and mostly non-glamorous settings well-suited to the material. The rating comes more from violence than sexual content, and is relatively restrained. Wahlberg, Crowe and Jeffrey Wright (the police chief) add solid performances.

This is Crowe?s second role in less than a month as a distinctly unlikable character, following his Inspector Javert in?Les Miserables. Could he be trying to supplant Mel Gibson as everyone?s least-favorite Australian actor? Full Review

Mark Glass, Patch blogger:?This low-budget bayou-drenched drama may be the sleeper hit of 2012 from new director Behn Zeitlin, and a cast of mostly unknown actors, depicting life on the non-urban side of the Louisiana levees, struggling to maintain their community in the wake of a massive flood. An amazing young actress named Quvenzhane Wallis anchors the film, as a child who is wise and determined beyond her years in dealing with a drunken dad, natural disasters, and recurring visions of rampaging beasts.

We meet a small group of tightly connected people living not only off the grid, but knee-deep (on a good day) in nature. They fish, trap, play indigenous music, drink and live in shacks that look vulnerable to any slight breeze, but still weather most of the weather their environs absorb. The kids go to school, but learn most of what they need from their elders to sustain their way of life. Tragedy strikes when a hurricane scatters families. Government shelters and programs are valued little; in some ways, those good intentions wind up serving the majority at the expense of marginal cultures like theirs.

The Cajun dialects will be hard for most to follow, but the heart of the script, and the loving, resilient character of the subculture it introduces will reward the effort. I have no idea what else Ms. Wallis can accomplish, but she?s certainly made one of the most remarkable starts any pre-teen performer has ever offered. Full Review

IRS loses lawsuit in fight against tax preparers

(AP) ? A federal judge on Friday barred the IRS from imposing a series of new regulations, including a competency exam, on hundreds of thousands of tax preparers.

U.S. District Judge James Boasberg in Washington ruled against the IRS in favor of three tax preparers who filed suit last year with the help of a libertarian legal group, the Arlington, Va.-based Institute for Justice.

Since 2011, in response to what it says has been a growing problem of poorly done returns, the IRS has sought to impose a series of new regulations on tax preparers. That included a requirement to pass a qualifying exam, paying an annual application fee, and taking 15 hours annually of continuing-education courses.

Attorneys and certified public accountants would have been exempt from the regulations.

The Institute for Justice argued that the IRS lacked the statutory authority to impose the regulations and said they would put tens of thousands of mom-and-pop tax preparers out of business, because the regulations were onerous and create a competitive disadvantage to the attorneys and CPAs who were exempt.

The judge's order includes an injunction that bars implementation of the regulations, which have been put in place on a piecemeal basis. The competency exam was to have taken effect in 2014.

Dan Alban, an Institute for Justice attorney, said the timing of the ruling is good because tax preparers who could have been put out of business will be able to work during the coming tax season.

"It is also good for the public at large because the cost of preparing a tax return was about to go up" as a result of the increased regulations, Alban said.

Alban called the IRS plan "an unlawful power grab by one of the most powerful federal agencies and thankfully the court stopped the IRS dead in its tracks."

The IRS argued in court that it not only had the statutory authority to impose the regulations, but also had the inherent authority to do so.

An IRS spokesman declined comment Friday on the judge's ruling.

The government can seek to appeal.

Paid tax preparers fill out 60 percent of all U.S. tax returns, according to a study from the Government Accountability Office, a congressional watchdog agency. The GAO has found significant problems over the years in the quality of work done by them. In one 2006 study, the GAO took tax returns to 19 different commercial tax preparers, and 17 of 19 incorrectly calculated the taxes due.

Four Red Sox on provisional World Baseball Classic rosters

PROVIDENCE -- Before Xander Bogaerts makes his debut on the major-league stage, Bogaerts will make his debut on the world stage.

Bogaerts was one of four players in the Red Sox organization named to provisional World Baseball Classic rosters released Thursday. A native of Aruba, the 20-year-old shortstop will compete for the Netherlands alongside notables such as Andruw Jones and Jair Jurrjens.

Outfielder Shane Victorino was the lone Red Sox represenative on the U.S. roster. Pitcher Alfredo Aceves is on the Mexico roster, and reliever Jose De La Torre is on the Puerto Rico roster. World Baseball Classic pool play begins on March 2, less than a month after most players have reported to spring training.

Bogaerts will be invited to major-league spring training with the Red Sox for the first time in his career, but he won't be there long before he'll have to take off to join his Netherlands teammates for their pool games in Taiwan.

One challenge for the Red Sox to monitor will be the glut of young shortstops the Netherlands team has. Bogaerts will be competing for playing time with fellow young stars Jurickson Profar of the Texas Rangers and Andrelton Simmons of the Atlanta Braves. That could mean one or more winds up being shifted elsewhere on the diamond.

"I wouldn't expect him to put on the catchers' gear or anything like that," Red Sox general manager Ben Cherington said before NESN's forum at La Salle Academy. "Hopefully they'll find a spot on the field where he'll be safe. I think we'd be mostly concerned with just safety and putting him in a spot where he'll be comfortable. I'm sure they want his bat in the lineup."

Different concerns exist about Aceves. Pitchers tend to need more time in spring training than position players, and Red Sox fans remember well the injury issues with which Daisuke Matsuzaka dealt after his World Baseball Classic participation in 2009.

At this point, like Franklin Morales, Aceves is slated to stretch out as a starting pitcher in spring training but most likely to go into the bullpen when the regular season begins.

Whether Aceves will be a starter or reliever for Mexico remains to be determined.

"(As) a reliever, you're probably a little more accepting rather than that gradual build-up over time that a starter needs to go through," Farrell said. "Our intent in spring training was to stretch Alfredo out. He and Franklin would join five other guys as starting pitchers to get a number of guys with multiple innings under their belt. We'll take the necessary steps if in fact he does go and do what we can with the time allowed."

Boston certainly seemed to catch a break in that no cornerstone players -- from Clay Buchholz and Jon Lester to Jacoby Ellsbury and Dustin Pedroia -- are candidates to participate in the World Baseball Classic and skip the spring-training time it would have involved.

"If you have real concerns about a guy, sometimes it's taken out of your hands because there's an injury," Cherington said. "Sometimes you can have a conversation with a player and it makes sense to sit it out -- or the player decides himself, which we had this year. Other times, there's not really much risk here and we're comfortable with it.

"Each time, it's gotten better at including safeguards for players and really managing workload and timing it at the right time of spring training so guys are naturally ready anyway. It's a pretty well-oiled event at this point, and certainly one we support."

Washington Recognizes Government Of Somalia

Washington has recognized the government of Somalia, doing so for the first time in over two decades.

U.S. Secretary of State Hillary Clinton announced the recognition on January 17 after talks with the new Somali President Hassan Sheikh Mohamud in Washington, D.C.

Washington has previously regarded Somalia as having no effective central government since 1991.

But a new Somali administration took office last year, ending eight years of transitional rule by a corruption-riddled government.

In 1993, Somali militants shot down two Black Hawk helicopters.

Eighteen Americans died, and 80 were wounded.

It's official: Lehigh grad Tom McGeoy is new Pottsville football coach

Yesterday, we said Tom McGeoy was recommeded to be the new Pottsville football coach.

Today, he has the position.

According to the Pottsville Republican, the 30-year-old?McGeoy, who played against several Lehigh Valley schools during his his?high school career with the?Crimson Tide and then played at Lehigh from 2000-03 ?was approved by the school board on Wednesday night.

He will replace?Kevin Keating, who was not rehired after a 2-8 season in 2012. Keating had a 24-year career at Pottsville, spread over two stints.

In his second stint, which covered the last 10 seasons, Pottsville was 72-48, reached the postseason eight times, won three district championships and reached the state finals in both 2005 and 2006.

McGeoy, who was inducted into the school's Hall of Fame in 2010, is a middle school teacher in the district and also the JV basketball coach.

How the brain copes with multi tasking alters with age

Jan. 18, 2013 ? The pattern of blood flow in the prefrontal cortex in the brains alters with age during multi-tasking, finds a new study in BioMed Central?s open access journal BMC Neuroscience. Increased blood volume, measured using oxygenated haemoglobin (Oxy-Hb) increased at the start of multitasking in all age groups. But to perform the same tasks, healthy older people had a higher and more sustained increase in Oxy-Hb than younger people.

Age related changes to the brain occur earliest in the prefrontal cortex, the area of the brain associated with memory, emotion, and higher decision making functions. It is changes to this area of the brain that are also associated with dementia, depression and other neuropsychiatric disorders. Some studies have shown that regular physical activity and cognitive training can prevent cognitive decline (use it or lose it!) but to establish what occurs in a healthy aging brain researchers from Japan and USA have compared brain activity during single and dual tasks for young (aged 21 to 25) and older (over 65) people.

Near infrared spectroscopy (NIRS) measurements of Oxy-Hb showed that blood flow to the prefrontal cortex was not affected by the physical task for either age group but was affected by the mental task. For both the young and the over 65s the start of the calculation task? coincided with an increase in blood volume which reduced to baseline once the task was completed.

The main difference between the groups was only seen when performing the physical and mental tasks at the same time - older people had a higher prefrontal cortex response which lasted longer than the younger group.

Hironori Ohsugi, from Seirei Christopher University, and one of the team who performed this research explained ?From our observations during the dual task it seems that the older people turn their attention to the calculation at the expense of the physical task, while younger people are able to maintain concentration on both. Since our subjects were all healthy it seems that this requirement for increased activation of the prefrontal cortex is part of normal decrease in brain function associated with aging. Further study will show whether or not dual task training can be used to maintain a more youthful brain.?

Japan, Vietnam vow to cooperate on regional challenges

Vietnam and Japan must "play a more active role" in maintaining regional peace and security, Japanese Prime Minister Shinzo Abe said Wednesday, in the face of growing maritime tensions with China.

The two countries, both locked in separate bitter disputes with Beijing over contested islands in the resource-rich South China Sea, said they would work towards closer cooperation after talks in Hanoi on Wednesday.

Citing "challenging developments" in the Asia-Pacific, Abe -- on his first overseas trip since winning power -- said the two countries should deepen their relationship.

They "should increase political and security dialogues and work together," Abe told reporters through a translator after closed-door talks with his Vietnamese counterpart.

The countries have "agreed to promote a strategic partnership (and) play a more active role in peace and security in the region", he added.

Abe, who scored a handsome election win last month after talking tough on a territorial dispute with China, met Prime Minister Nguyen Tan Dung and other top officials.

He will spend less than 24 hours in the communist state before heading to Thailand and Indonesia in an attempt to bolster relations with the vibrant economies of the Association of Southeast Asian Nations bloc.

Dung told a joint press briefing the two countries wanted all regional disputes to be resolved "through peaceful negotiations on the basis of international law". He did not elaborate.

The two nations are major trade partners and Japan is Vietnam's largest aid donor.

Political and security ties are also growing as Japan seeks to shore up regional relationships as a counterweight to an increasingly confident China.

Japan and China are locked in a bitter battle over the sovereignty of the Tokyo-controlled Senkaku islands, which Beijing calls the Diaoyus.

Vietnam and China have competing claims to the Paracel and Spratley Islands, and regularly trade diplomatic barbs over sovereignty and fishing rights in the contested waters around the archipelagos.

China is also involved in an acrimonious territorial dispute with the Philippines over parts of the South China Sea.

Abe and Dung also announced a new $500 million pledge of aid Wednesday, without specifying what it was for.

Last year Japan became the largest single foreign investor in Vietnam, with major investments in banking, export-orientated manufacturing and consumer goods as Japanese companies eye the rapidly-expanding middle class.

US, Myanmar hold non-proliferation talks
Yangon (AFP) Jan 16, 2013 - US nuclear officials have held talks with their counterparts in Myanmar, weeks after the former pariah nation agreed new safeguards allowing inspections of suspected atomic sites, the US Embassy said Wednesday.

Myanmar, also known as Burma, was suspected of pursuing military and nuclear cooperation with Pyongyang during long years of junta rule that ended last year, prompting an easing of many international sanctions including by the US.

But amid the warming of ties with Washington, Myanmar's government in November vowed to sign the IAEA's "additional protocol", which grants the UN agency access to possible undeclared activities.

Representatives from the US Department of Energy's National Nuclear Security unit met with atomic officials from Myanmar's Ministry of Science and Technology in Naypyidaw between January 9-11, the US embassy said in a statement.

"The purpose of the workshop was to promote awareness of the international safeguards system," it said, adding US Ambassador Derek Mitchell had urged both parties to boost "cooperation in support of the nuclear non-proliferation regime".

An official from the UN's nuclear watchdog, the International Atomic Energy Agency (IAEA), was also present during the workshop.

Discussions with the Americans were "the first step of many that we have to take", Khin Maung Latt of Myanmar's Department of Atomic Energy told AFP on Wednesday, without giving details of how close the measure was to fruition.

Allegations of nuclear cooperation between Myanmar and North Korea have been a lingering concern for Washington.

Thein Sein's government has denied any covert effort to obtain nuclear weapons technology from North Korea, which is locked in an ongoing atomic showdown with the US.
